<VERSION.2> refers to the version number with two places (e.g. 1.0), and <VERSION.3> refers to the version number with three places (e.g. 1.0.0).

Download the latest server module package from the download page.
Alternatively, download it directly from the terminal using wget:
wget https://s3.eu-west-1.amazonaws.com/mshsoftware.com/download/msh-pm/releases/<VERSION.2>/msh-pm-milter-<VERSION.3>.tgz
Or using curl:
curl -O https://s3.eu-west-1.amazonaws.com/mshsoftware.com/download/msh-pm/releases/<VERSION.2>/msh-pm-milter-<VERSION.3>.tgz
