<VERSION.2> refers to the version number with two places (e.g. 1.0), and <VERSION.3> refers to the version number with three places (e.g. 1.0.0).
Check the download page for the current version.

Download the latest server module package from the download page.
Alternatively, download it directly from the terminal using wget:
wget https://download.mshsoftware.com/msh-pm/releases/<VERSION.2>/msh-pm-milter-<VERSION.3>.tgz
Or using curl:
curl -O https://download.mshsoftware.com/msh-pm/releases/<VERSION.2>/msh-pm-milter-<VERSION.3>.tgz
Example:
